Health Minister Resigns, Sickened By Inability To Pass Reform

The ink on the resignation letter of minister of economy Stanko Stepišnik had barely dried when PM Alenka Bratušek saw another member of her cabinet resign earlier today when minister of health Tomaž Gantar tendered his resignation with media grabbing his statement about blockade of any meaningful health reform by powerful players and people with vested interest.

Indeed, in his resignation letter (Google Translate here) Gantar did, in fact, acknowledge corruption as a major issue of Slovenian health system. However, he adds that in this respect the health sector is no different than the rest of the country and that some of his problems may very well stem from his attempts to curb the construction lobby. Which, in all honesty, is as political a statement about corruption as any. Not in the least because the health sector is prone to occasional fits of corruption, the most epic of them being a tender for operating tables in surgery halls of Ljubljana University Clinical Centre which dragged on for years and resulted in no charges being filed despite tonnes of taxpayer’s money being thrown out the window by the bucketful. Then there’s was a tender for a new ER under Janša government 1.0, which also ran aground. Or the new Oncology wing which even years after it was completed is mired by cases of Legionella in its plumbing. Or the (relatively) new Pediatrics wing, which took more than a decade to build and serves a smaller number of patients than its predecessor. And so on and so on…

Every minister in ever government practically anywhere in the world will try to position himself/herself as fiercely anti-corruption. But talking the talk don’t always mean walking the walk. And Gantar was stumbling in office practically from day one. That be day one of Janša 2012 government, where only both DeSUS ministers (Gantar and foreign minister and party leader Karl Erjavec) held the same positions as in the succeeding Bratušek administration and Gantar was widely perceived as being out of his depth, despite the fact that he ran a relatively successful hospital in coast town of Izola prior to his entry in politics. Therefore, although resonating, his statements on corruption are neither revealing nor ravaging.

Therefore the rest of his letter is much more interesting in terms of shedding light on high-level behind-the-scenes power-plays. It shows that Gantar fell not so much a victim to various lobbies but rather failed in a power struggle for the future (re)organisation of the health system. To put it bluntly, it a tussle between proponents of further concessions in primary health care (i.e.: private GPs performing public-health services) and proponents of concentrating primary health-care solely in the hands of state-related organisations. Gantar positioned himself as pro-concessions and named labour unions as well as Social Democrats as forces opposing further issuing of concessions.

Therefore, while somewhat of a surprise, Gantar’s resignation is not really rocking the coalition boat. In fact, it may even show that the coalition is closing its ranks in the wake of a confidence vote won by PM Bratušek and is now getting rid of some of its looser parts. Whether or not this is the case will be seen pretty soon and gauged by the simplest of instruments: whether or not DeSUS president Karl Erjavec will start making noises towards leaving the coalition once again. The grapevine has it that Erjavec and Gantar were not really on friendly terms as of late and it might just be that Erjavec wants a more friendly person fulfilling DeSUS cabinet quota.

As for primary health care concessions and overall reform, this might even be a good thing. Opposition to reforms is indeed staunch, especially with players who stand to lose a lot. But it was also shown time and again that given the right person in the right position, a deal can usually be brokered.

P.S.: Gantar didn’t really say he was “sickened”. It just that The Onion-like title reads well 😉

Retiring Rupel

The world of international diplomacy (probably) breathed a collective sigh of relief a couple of days ago, when Slovenian foreign minister Karl Erjavec announced the imminent retirement of the one and only Dimitrij Rupel. The once seemingly eternal foreign minister is apparently going to become the first high-profile victim of austerity measures enacted by (oh, the irony!) the previous right-wing government of Janez Janša.

Long story short, when Janša’s government opted for across-the-board-no-questions-asked approach at slashing government expenditures it provided for mandatory retirement of public servants when they reach both 40 years of employment and 67 years of age. Unless, of course, their supervisor decided their services are so essential they warrant extension of employment. With Dimitrij Rupel now being Slovenian Consul-General in Trieste (a prestigious, but technically mid-level appointment), he is about to fall within both categories in a matter of days, allowing his political past to finally catch up with him.

Rupel is, naturally, screaming bloody murder and claims he’s a victim of a political purge. Indeed, his retirement being announced on the eve of Statehood Day only adds insult to injury for Rupel, who exactly five years ago was embroiled in a similar controversy and famously said this anniversary sort of belongs to him since he was the foreign minister when Slovenia declared independence. But back then, he was on top of his game. He switched sides four years earlier, in 2004, from LDS (which went on to lose elections) to SDS, became a hardcore supporter of Janez Janša, the same man he once labelled a nationalist in need of a reality check.

As a result, when Janša came to power again in 2011, his government – no doubt as a reward for his newfound loyalty – appointed Rupel the Slovenian Consul General in Trieste, Italy. As you know, the Trieste region has a large Slovenian ethnic minority which makes the said diplomatic post politically relevant and very sensitive. But in Rupel’s case, it was just one more proof that the man, whose ego usually can’t fit through the door and has been known to bend the fabric of space-time to fit his needs, has long outlived his usefulness and is having trouble letting go.

To see a four-time foreign minister accept a lowly consular post just to stay in the game is utterly self-degrading. To see see him fall prey to the legislation that was meant for everyone but him (he would have most likely been granted an exception to the rule, had Janša remained in power) is ironic. But the real kicker is the fact that Rupel’s career was given the mercy shot by the same man who – under different political circumstances – would most likely extend it and not bat an eye-lid in either case. Karl Erjavec served as foreign minister both in Janša as well as Bratušek administration and is quite possible the only senior Slovenian politician who switched more parties than Rupel.

Which means Dimitrij Rupel should probably join DeSUS if he wants to salvage his career. And yes, the irony of joining the pensioners’ party to avoid becoming a pensioner is not lost on pengovsky 😉 Alternatively, Slovenian media will shortly be suffering a deluge of Rupel’s writing.

Habemus Congregatio

With Gregor Virant‘s Citizens’ List (DL) ting in favour of joining the coalition of Alenka Bratušek earlier tonight, the PM-designate is expected to present to the parliament a full list of ministerial nominees tomorrow. This brings Slovenia a step closer to having a fully operative government which is to replace the administration of Janez Janša. Thus the coalition agreement between PS, SD, DL and DeSUS was signed shortly before midnight tonight. It gives Bratušek a majority of votes which can, if need be, excpanded to 55 out of 90 votes, including the three independent MPs and two MPs for Italian and Hungarian minority.

In a curious twist of fate, the Vatican curia needed less time to elect the new Pontifex Maximus (that be Francis I., in case you were just unfrozen cryogenically) than the new Sovenian coalition needed to hammer out a deal. In fact, “habemus papam” beat the “habemus congregatio” by a few hours. But I guess it is easier to pick the supreme minister than a minister in a Slovenian government.

We’ll leave the list of nominees for some other day (maybe tomorrow) but even now it is perfectly obvious that the real winners is Karl Erjavec, who is poised to continue as foreign miniser. A few other people are expected to continue in their current positions, notably minister of health Tomaž Gantar (DeSUS) and minister for justice Senko Pličanič (DL).

Speaking of DL, there seems to have been hell to pay tonight at DL HQ, since Janez Šušteršič quit vice-chairmanship of the party. He said he will continue as party member, but the rift between his faction and that of Gergor Virant seems insurmountable. Although it must be said that the move to enter the coalition got a pretty solid backing tonight at DL. However, it appears that a party schism is forming within the DL and that could present PM Bratušek with more of a problem than she may anticipate this early in the game.

At any rate, the coalition agreement is signed and if there are no last-minute surprises Slovenia could have a new government within a week’s time. It will move away from purely austerity and across-the-board-cuts policies into a combination of spending cuts and growth stimulation with special emphasis on infrastructure projects. That and the banking sector. Plus a few other points of interest. And a possible increase of value added tax.

But we’ll deal with these issues in the coming days. Until the new cabinet is sworn in, the old one is still fully in charge, making last-minute appointments left and right.

Janša Taking Country Hostage As Virant Quits The Coalition

Yesterday Gregor Virant put his money where his mouth is and quit the ruling coalition, taking ministers Senko Pličanič (justice and public administration) and Janez Šušteršič (finance) with him. Virant himself also resigned as president of the parliament, effective Monday. Thus his party Citizens’ List entered the opposition and left Janez Janša with 43 votes in a 90 seat parliament, making his a minority government.

With this a turning point has been reached, especially since DeSUS of Karl Erjavec is apparently going to follow suit fairly soon and SLS of Radovan Žerjav is also making noises about jumping ship (albeit at a later date). This leaves Janša with unequivocal support only ChristDem NSi led by Ljudmila Novak and nowhere near at least theoretically operative government. In fact it is safe to say that Janez Janša’s downfall is a matter of weeks rather than months.

Fighting tooth-and-nail

Things will of course not go smoothly. Breaking his silence for the first time since the anti-graft report which set in motion this chain of events was published, Janša today unleashed hell and accused Virant of partaking in a long-planned conspiracy to remove Janša from power. He also added he will not be resigning of his own accord and dared Virant and anyone who would follow in his steps to form a new majority and move for a no-confidence vote. Translation: Janša will fight tooth-and-nail to remain in power, if only in the form of a caretaker government.

And this is the crux of the matter. Janša accuses everyone and his brother, from the anti-graft commission onwards of destabilising the country. In fact, it is he who is the major source of instability. Coalitions crumble, reports get published, politicians resign. Sure, it’s time- and strength-consuming, but hardly uncommon in a democracy. What is uncommon is the notion that established tools of a (parliamentary) democracy should be sidelined in the name of “stability of the country”. Not surprisingly, this is very similar to what the Constitutional Court used as an excuse to ban referenda on bad bank and state sovereign holding, when it said that functioning of the country takes precedence over the right of the people decide these issues in a popular vote. It also shows Janša does not understand or – probably closer to the truth – doesn’t give a pair of fetid dingo’s kidneys about what the protest movement wants. But then again, neither do Virant, Erjavec or Žerjav. Let alone Igor Lukšič of SD or Alenka Bratušek, acting president of Zoran Janković‘s PS

In fact, it seems that right now the entire political master-class are hedging their bets. They’re playing an angle and they all have a lot to lose. First and foremost is Janša. His 30-odd minute rant followed by a brief Q&A on live television today showed just that. He was playing hard-ball which included trying to put a wedge between ministers Pličanič and Šušteršič on one side and Virant on the other. Indeed it would be quite a feat if both ministers switched sides. At the moment it seems unlikely but not impossible, especially since neither of them was elected to the parliament in the first place and is thus about to quit front-line politics. Also, Janša chided Virant for having the audacity to tell Janša what to do and said that it is unbecoming of a small parliamentary group to make demands on a large parliamentary group. In other words, everyone should know their station. Having said that, however, Janša did bring up the question of electoral system which – in addition to Virant – is supposedly the source of Slovenian troubles.

Talking sense into Janša

This shows that Janša is seriously considering the possibility of a snap poll and is trying to hi-jack the issue, again proposing a two-round majoritarian electoral system (which would actually spell disaster for Slovenia, but we’ll leave that for another time). But it would seem that someone talked some sense into Janša, since he did allow for other possibilities to be considered as well. And on a larger scale of things, the electoral system is a problem. It will not solve the current situation per se, but changing the voting system could address one of the basic complaints of the protest movement: the illegitimacy of the political system (note: not illegality, illegitimacy). Even more, this passage in Janša’s rant was the only thing which had any sort of a meaning, which means that he was trying to send a signal of some sort. However, what he conveniently forgot is that not only do (former) coalition partners demand he resign, the people want that too. And for a plethora of reasons, not just the anti-graft report.

Virant, Erjavec and Žerjav are also hedging their bets. A snap poll is not exactly what they want because they run the risk of being thrown out of the parliament. OK, so Virant won a couple of brownie points for having found his spine, but would be spent in an electoral campaign sooner than you can say “confidence vote”. Which is why he’d much rather see a new PM elected in the parliament than elections being held. Ditto for Karl Erjavec, who is locked in a intra-party leadership struggle which means that DeSUS walking out on Janša is as much a political move against Janša as it is a PR-manoeuvre to rally people in the party support within the party. Žerjav on the other hand is probably looking to sort out his succession (he’s quitting as party chief in March) and doesn’t want the party to campaign without a leader.

Predictably, Igor Lukšič wants early elections ASAP since public opinion polls put his party at the top while today Alenka Bratušek floated the idea of forming an interim government with a mandate to tackle specific projects including changes to the voting system and then hold elections in about a year’s time. Needless to say that PS is not doing particularly well in the polls right now.

But coming back to Janša: the only way he’s apparently ready to negotiate is with him continuing as PM. Should that not be possible, he already announced SDS will be returning to the opposition. And you can be sure that he will pull no punches when trying to shoot down anything and everything a potential new government would try to pass through the parliament. The problem is that neither the (former) coalition partners nor the protest movement see Janša as a legitimate player any more. But then again, as far as protest movement is concerned, every other political leader is struggling with its legitimacy as it his. Which is why also part of the reason they’ve ganged up on Janša.

Scenarios

Exactly a week ago, pengovsky wrote of four possible scenarios on how all of this can play out. As of today this boiled down to scenarios one and four. But despite everything he said today about other people being responsible for the situation, the primary responsibility lies with Janša. If he chooses to prolong the situation by clinging to his job (as he is likely to do) he will be indeed holding the entire country hostage to his political survival.

Which is why it is no surprise that the government today upped the ante in relations with Croatia which is to join the EU on 1 July. Janša’s Cabinet did not approve basic points of Slovenian brief to the ad-hoc court on Slovenian-Croatian border. Some say that happened because Janša wants to lay claim all the way to the Croatian town if Savudrija. Which would basically send the entire Arbitration Agreement negotiated under Pahor’s government down the drain.

Funny, how this reminds pengovsky of former Croatian PM Ivo Sanader who was looking to pick a fight with Slovenia but then surprised everyone by resigning only 14 days later and is now rotting jail. But that’s jus me being evil.

Shit Hits The Fan For Janša And Janković

The anti-corruption commission today released the final report on financial status of leaders of parliamentary parties (Slovenian only). It found no irregularities on the part of Borut Pahor (leader of SD until April 2012, now president of the republic), Karl Erjavec (DeSUS), Radovan Žerjav (SLS), Gregor Virant (DL) and Ljudmila Novak (NSi). However, the report states that Prime Minister and leader of SDS, the largest coalition party Janez Janša and Ljubljana mayor and leader of PS, the largest opposition party Zoran Janković failed to report substantial parts of their respective income. Additionally, the commission states that Jay-Z was on the receiving end of some 208.000 euro in transactions which originated with companies which do business with the city of Ljubljana, while JJ simply cannot the origin of some 210.000 euro of assets. Translation: shit hit the fan.

The list of transgressions for both top policitos is long and distinguished. But to cut a long story short: according to the commission Janković failed to report several substantial shares and bank transactions and was repaid by various companies some 2.4 million euro of loans given. This includes the aforementioned 208k EUR where the commission states a huge potential for conflict of interest, undue lobbying and corruption existed. Janša, however, failed to report various real estate deals and loans taken, under-reporting the value of a luxury car, providing a collateral for a 500k EUR loan his SDS took out as well as providing collateral for a loan taken by family member (presumably his wife) and reporting a cash deposit in amount of 33k euro. Also, he is reported to have unduly profited some 100k EUR in a real estate deal. In addition, the report stated, Janša failed tot explain the origin of the aforementioned 210k of assets, used to finance various deals and expenses.

On a sidenote: it is interesting that despite the fact Janković lately got a lot of flak over alleged shady real-estate deals, the commission nailed him for what mostly seem to be purely financial transgressions while they threw the book at Janša on various real-estate deals (and one luxury car), despite the fact that he was rumoured to have had a hand in cash transactions in various arms deals and is standing trial on corruption charges in the Patria Affair. Ironic, to say the least. But more to the point: Both Janša and Janković denied any wrongdoing. Zoki is expected to hold a press conference tomorrow, while JJ went on national telly this evening and got the royal treatment, with the anchor kid-gloving him and letting him do the talking while she only occasionally interjected with a how-do-you-explain-this type of questions and, predictably, no follow-ups.

While it is no particular secret that the anchor in question is cosy with Janša it was still a shameless performance. Asked if he will resign, Janša played the ultimate gambit and said that…. wait for it… he doesn’t know. He then proceeded to add that he will offer his resignation to the executive council of the party and should they vote to accept his resignation as party leader he will step down as PM as well. This particular line of action is of course meant to rally the troops and close the ranks, not unlike what Janković did after the high-profile police raid in late September 2012. Also, Janša pulled the same trick on election Sunday in 2011 when he got his ass whooped by Janković, so this manoeuvre comes as no surprise and pengovsky is not holding his breath. Regardless, the TV anchor tonight said that JJ’s resignation would be “the start of a political crisis”. Just to make sure everyone knew what is at stake.

Not that anyone needed remembering. The SDS media machinery immediately went into full swing, with various talking heads decimating the anti-corruption commission as unconstitutional, biased and politically motivated. The junior coalition partners were none too happy with the story (alternatively: they were jumping with joy over the badlands JJ found himself in) and when Gregor Virant of DL called on both Janša and Janković to resign toute-de-suite, he immediately became a target himself. Sure enough, it was funny to watch Virant going all pious on Janša and Janković after his fiasco over getting ex-MP payment and earning a little extra on the side. But pengovsky is sure he relished the moment. Also, Janša himself unscrupulously went after the vice-president of the anti-corruption commission Rok Praprotnik, claiming that the latter is on a personal vendetta against him (Praprotnik reported widely on arms deals in Slovenia while he was a journalist at Dnevnik daily). Even Goran Klemenčič, the head of the commission was not off-limits, despite the fact that Klemenčič’s wife, Nina Zidar Klemenčič represents Janša in a number of lawsuits.

Also, Janša – in his trademark poor-me fashion – complained that he was not given a draft of the report so he could respond properly. Interestingly enough, the report states that during the course of the investigation, the commission found out that a request to a state-owned company for data on Janša’s dealings was leaked to him. An independent investigation into that incident was apparently launched.

As for the illustrious Ljubljana mayor: in a preliminary statement Janković pointed out that origins of his assets can be and were accounted for (which is true, according to the commission’s report) and that at no time was the City of Ljubljana defrauded (this also appears to be true, since all loans given to Janković-related companies by firms dealing with the city were reportedly repaid in full). However, Janković goes on to add that the commission did not actually find corruption, but rather found the possibility for corruption activities. This, in all honesty, is splitting the hair mighty fine. Often, appearances can be just as damaging as (non)actions. And while no-one really expect Janković to resign (he said as much this evening, reportedly), it should be noted that for some time now he was dropping hints on “a new mayor and a new team”. True, these were often off-hand remarks and no too much should be read into them, but there you go.

Oh, and in case you were wondering: the newly minted President of the Republic Borut Pahor “expressed concern over the issue”. Neat. Must be kind of weird feeling, since a month ago, while still running for president, he proudly said that “the support of Janez Janša means a lot to him”. Well, politics makes for strange bedfellows, I guess. At least this particular president doesn’t seem prone to bothering Janša with calls for resignation.

Well, at the very least, this will probably breathe some fresh air into the protest movement. The next big rally is to be held on Friday.

EDIT: I almost forgot. In a most telling sentence, the commission writes that “it does not have the authority to demand resignations of Janša or Janković”. Translation: if they did, they would have. Also, Janša’s first response was (as is usual lately) on Twitter, where he wrote that his assets correspond to his work (labour) of 30 years. A slight Freudian slip there, Jimbo. The money did’t just fall out of the sky, that’s for sure. The question is just what exactly did Janša do to get it.

Janša Giveth, Janša Taketh Away

In a surprise move, defence minister Aleš Hojs (NSi) on Thursday dissolved the contract on purchase of Patria APCs, giving the Patria Affair yet another twist. On the surface the whole thing was declared to have been mutually agreed with both sides calling it even. Slovenia gets 30 out of 135 planned APCs while Patria gets 74 out of planned 278 million euro. But in reality, the whole thing is a mop-up operation which no doubt is overseen by PM Janez Janša.

You see, Janša giveth and Janša taketh away. While it is true that anyone can rat but only the ingenious few can re-rat, our illustrious PM definitely does not count among them. Janša and his band of merry men had to remove foot out of their mouth on more than one occasion lately. Like with the kindergarten-freebie his government instituted in the good old days but was among the first benefits to be thrown under the bus when the going got tough.

But the Patria thingie is one of definitive moments of modern Slovenian politics. For the first time a dodgy arms deal was prosecuted and for the first time a senior politician is prosecuted for it. Also, for the first time a senior politician was appointed to a top post in the country while prosecuted.

The irony of the situation could not be more pronounced. It was Janša government 1.0 which signed the contract and it is Janša government 2.0 which is dissolving it. The only difference is that the person who actually signed the now-defunct contract (Karl Erjavec of DeSUS) got promoted from defence to foreign minister. In fact one can not shake the feeling that Janša’s main purpose is to clean up after his 2004-2008 power-orgy. As far as the case against him is concerned, this doesn’t change a whole lot. I’m sure some bright soul will try to trump up some sort of legal mumbo-jumbo saying that since the contract is no more, so should the case against Janša be. But in reality the Prime Minister still stands accused of corruption in from of a criminal court.

Politically, however, things are even more funny. Ljubica Jelušič (SD), defence minister in Pahor’s government (the one between both Janša’s tenures, to refresh your memory), said that annulling the contract was a good idea. However, while in office, she was adamant about not annulling the contract, which puts her in a rather awkward position and somehow makes Janša look like a person who can make decisions as opposed to Borut Pahor, who, well, couldn’t.

And this is the crux of the matter. It was Janša and his government who OKd a deal that was fishy from the start and where handsome bribes were allegedly paid. The deal had and anti-corruption clause built-in and PM Pahor had both grounds and ample time to either sue for annulment of reach settlement with Patria. Apparently, it wasn’t that hard.

Truth be told, not everyone is happy about it. Especially NATO is apparently cross with us now, because Slovenia gave a commitment to form a mid-size armoured brigade some time soon. This will not happen now. And it was probably this why then-PM Pahor couldn’t bring himself to kill the deal. His incessant need to be liked by everybody and his brother once again worked against him. The deal was stalled as it was and it was clear that it will not be going anywhere but while Slovenia had the brigade at least on paper, Pahor got the attaboy treatment in Brussels. Which is fine and dandy. The problem is that he probably knew back then this country wasn’t going to deliver. But he chose to dodge the issue rather than tackle it. Which is probably why he’s running for president now (but more on that some other day).

Janša on the other hand cares jack shit about such things. He killed the deal as soon as he got the chance, making his domestic position a little bit more stronger. Which seems to have been his modus operandi ever since he came to power seven months ago. Mostly by trying to keep coalition partners in line with various doomsday scenarios. Even if it means losing whatever credibility this country has left with foreign investors.

Vote of Confidence: How PM Janša Just Screwed Entire Slovenian Politics Dry

Speculation was rife in Slovenia today that PM Janez Janša will tie a confidence vote to tomorrow’s vote on initiating procedures to enshrine the fiscal rule in the constitution. In less than twenty-four hours the country found itself in the middle of a political cliffhanger, since the government does not have the necessary two-thirds majority to change the constitution. It was obvious from the outset, however, that the whole thing was nothing more than an elaborate bluff, it’s primary goal not being mustering the votes necessary but rather a disciplinary measure, smoking out this government’s “internal opposition” and bringing them back in line for much more crucial votes which this government faces down the road.

Namely, the government of Janez Janša enjoys a stable majority in the parliament. The coalition has 52 votes (53 if you count the overly-indulging former PM Borut Pahor) and can pass legislation virtually at will. In fact, this is exactly what it is doing, as the parliament only this week passed 20-or-so laws, most of them under emergency procedure. Not that there was any real emergency, but the government asked for multiple quickies and the MPs who support it complied no-questions-asked. Such is the discipline within the coalition and there really is no need for Janša to test whether or not he has the support of the parliament.

That Janša was entertaining the thought regardless shows only that he is willing to (ab)use legal instruments to further his own grip on power. Tying the vote of confidence to a 2/3 majority would create a legal and political clusterfuck of epic proportions because it would mean the fall of a majority government without a viable alternative coalition to replace it. Which would probably suit Janša just fine as he thrives in an uncertain environment and would most likely end up on top again, even stronger. Truth be told, he most likely already got what he wanted and thus screwed the entire Slovenian politics dry.

Namely, earlier this evening an 11th hour compromise was reached, putting the vote on fiscal rule off until September, which places the debate conveniently close to presidential elections. And let us not forget this is not the first time he pulled a stunt like that. Back then he did it a week after Danilo Türk was elected president, this time around he tricked others (namely, president of the parliament Gregor Virant) into placing a debate a few weeks before the elections, possibly hijacking the debate entirely.

As an added bonus, he also forced the hands of Karl Erjavec (DeSUS) who was immediately ready to jump ship saying that he’s willing to be a part of any coalition and of Radovan Žerjav (SLS), who openly toyed with the idea of yet another early elections, excluding up front the possibility of someone else heading the government under the same coalition. Both Žerjav and Erjavec will pay dearly for their political amateurism. Additionally, Igor Lukšič of Social democrats made a bit of a blunder, saying that “if the going really gets tough”, the SD will support the fiscal rule. Well, the going got tough long ago and Janša now has Lukšič by the you-know-whats as well and the newly minted SD leader will have to spend a lot of energy to get out of this particular fix.

Right now, fiscal rule is the least of Slovenia’s problems. While not peachy, national finances are a far cry from that of Greece, Spain or Portugal (public debt in Slovenia right now is about 47% of GDP). This country has other problems: banking sector is cause for immediate concern with pension, labour market and health reforms coming in close second, as detailed here by Edward Hugh of Economonitor

That after six months in office Janša tackled none of the above (even the banks are on hold until Autumn) only further strengthens the point that the whole point of today’s exercise was purely political with the ultimate goal of not relinquishing power, but tightening the already firm grip on it. After all, why would someone who six months ago went to great pains to clinch the PM spot, suddenly just give it up. Especially since he has this huge millstone hanging around his neck…
