Do Things Really Bode Well For Slovenia?

Now, for the record: I wholly understand the FT serves a specific (if wide-ranging) public and I’ve no problem with Slovenians providing insight into Slovenian matters for foreign public. After all, this is exactly what pengovsky.com is about. That and tits. But I digress…

The problem with the said blogpost is that yet again an economist is trying to pass as a political analyst. Specifically, Cencelj argues that “while the low turnout indicates a majority of Slovenes feel disenchanted with politics, those who voted [in the presidential elections on 2 December] expressed a willingness to cooperate, to support austerity measures and to break the political deadlock – in effect echoing the cries of the protesters. So, in practice, the 66 per cent landslide for Borut Pahor has boosted support for a long-overdue programme to curb public spending. As a result, on December 4, parliament voted for pension reform and on December 6 for stringent state budgets in 2013 and 2014.” (full article here)

Now, if this were a government spokesperson, one could say that this was a thinly-velied attempt at a media spin (blaming both left- and right-wing radicals for the riots included) But since Cencelj is working for a private investment firm, one can only quote Val Kilmer in Top Gun. I mean, ferfucksake, there is no way in hell you can interpret a 60-percent absence in Slovenian presidential elections as any sort of support for anything. As pengovsky wrote days ago, the wave of protests and the low turnout are an across-the-board rejection of politics as we know it.

Pension reform, which was passed days ago, has absolutely nothing with the protest wave. In fact, the adopted pension reform, although unquestionably a good thing given the current demographics, is such a watered down version of what the previous government pushed for, that a new reform is inevitable in three to five years. Which is OK, but will do precious little for a lowered credit risk. Even more, the fact that the trade (labour) unions finally came to an agreement with the government shows the former still operate well within the framework of “politics as usual”. As such they are part of the problem, not part of the solution.

Case in point: days ago Branimir Štrukelj, one of the more prominent union leaders showed up at one of the rallies in Ljubljana. Seeing that he was fast becoming the centre of media attention, other protesters started chanting “no one represents us”. Which is a fact. The pension reform does not address the issue of the precariat. It only addresses the needs and issues of full-time workers. Which is all fine and dandy, but the point is that in a year and a half since trade unions and the now-ruling SDS shot down the previous government’s attempt at pension reform, so much has changed that the existing corporatism model of “social dialogue” between the unions, the government and the employers is of limited legitimacy at best. It should be noted that Štrukelj and his teachers’ union supported the previous pension reform attempt and that Pahor’s goverment for all intents and purposes could have been slightly more flexible in negotiations back then. But the point is that eighteen months later Slovenian economic future is no longer solely in the hands of the usual players. The new guys (the amorphic protest movement) don’t give a pair of fetid dingo’s kidneys about rating agencies, credit risk rating and equity premium risk.

Also, Cencelj writes that “the living standard will get worse before it gets better”. Which is the usual mantra in the age of austerity. And it may even be partly true. Partly, because in the five years since the crisis struck, the living standard only got worse. And it shows no signs of improving. History shows that things will eventually get better. But at what cost? One of the common messages of the protest movement, apart from “we’ve come to take back the country you stole”, is that the people are not the cause of the crisis, therefore are no longer willing to pay for it. And this is the (economic) gist of it. The bill for the economic slump is being shoved down people’s throats. And those who took to the streets are saying they will not foot it.

Some say those who protest really have no reason to, because they are not having it all that bad. Well, they’re not having it bad yet. According to the Slovenian Statistics Office as much as 13.6 percent of the population are officially poor while additional 5.7 percent are subjected to social exclusion (data for 2011). Altogether as much as 19.3 percent of Slovenes are not living the life considered average in Slovenian society.

Interestingly enough, the country with the highest rate of poverty is Latvia, which is being put forward as the model for solving the crisis. Really? This is the good that bodes for Slovenia? You see, when the really poor come out to protest, the credit risk will be the last thing on anyone’s mind. A lot of people will hold on for dear life if/when the boat starts rocking in that particular manner.

Bob forbid it should come to that. But if the proponents of “business as usual” continue to refuse accepting the new reality where the usual measures of things simply don’t count any-more (or, if they’re extremely lucky, don’t count as much any-more), everyone will find themselves yearning for the good old days of solid “industrial action”. And that includes labour unions.

Second Republic (Again)

The balance of power in Slovenia has shifted. Well, the balance of power in the fast-shrinking political/media bubble at least. As results of presidential elections came in on Sunday and Danilo Türk conceded defeat, it became clear that president-elect Borut Pahor will play merely a supporting role in the new political reality. Usually, on election night the order of appearance of political players in the national press centre is clear. The defeated candidate (or candidates in case of parliamentary elections) comes first, gives the concession speech and slowly fades into oblivion. Everyone with a vested interest comes next, with the victorious side coming in last. On Sunday however, it was the president-elect who gave his victory speech in the in-between slot, while Prime Minister Janez Janša had the last word. Just so everyone knew who’s the boss.

And what a speech it was. While lauding the victory of Borut Pahor, he announced – in the wake of the wave of protests which is still sweeping the country – nothing short of changes to the political system of this country, hinting at sweeping changes in the judiciary, self-government, election system, the constitution and so on. Pahor’s speech, on the other hand, was full of fluff.

At any rate, it took Janša less than 48 hours to come up with a slightly more detailed, eleven-point plan on revamping the political system:

-Electing MPs directly
-Provide for possible re-call of an elected MP
-Provide for possible re-call of mayors and city/municipal councilmen, limit mayors to serving two terms maximum
-Disband the National Council
-Institute a trial period for all newly appointed judges
-Keep the permanent mandate for judges after the trial period, but subject all existing judges to re-election by the Judiciary Council which is to be strengthened with judicial experts and supreme judges from other EU member states
-Set up a special court dealing in the worst cases of white-collar crime. Judges in this court to be nominated by the President and appointed by the parliament with a 2/3 majority
-Set up financial police
-Disband all agencies and institutions which cannot be found in other EU member states
-Take away all privileges enjoyed by elected officials after they leave office
-Provide for a simpler procedure to call early elections and form the government.

The political/media bubble was taken by surprise. It needn’t be. The “sweeping reforms of the political system” are nothing more than the same old story Janša has been going on about for fifteen years now, only slightly updated. You don’t believe me? Here’s a version from 2009 and here is the 2011 edition. No wonder Janša was able to come up with the latest version so fast. He merely updated the file on his iPad.

But despite all the waves Janša and his SDS made with the latest incarnation of the “Second Republic”, this is little more than clever diversionary tactics. Pengovsky tweeted as much yesterday evening and Janša’s further statements today only prove this point.

Namely, a day earlier leader of Social Democrats Igor Lukšič, trying to capitalise on Borut Pahor’s presidential victory, went in front of the cameras and said that early elections were needed in order to break the political deadlock this country is facing. But when journos pressed him on the issue, asking why doesn’t he simply move for a no-confidence vote, he said plain and simple that his party can not muster the 46 votes necessary to overthrow the government.

I mean, talk about political amateurism… Lukšič said this country is in a political deadlock. He added that it can only be broken via early elections (the same instrument Borut Pahor bent over backwards to avoid a year and a half ago). And yet at the very next moment he admits that he has a snowball’s chance in hell to bring Janša’s government down. Correct me if I’m wrong, but a government which you can’t really bring down is not particularly unstable, no? In fact, one would be hard pressed to put words “unstable government” and “Janez Janša” in the same sentence. Case in point being the fact that Janša is the only PM in the last sixteen years to have completed a full four-year term.

Janez Drnovšek was ousted as PM only months before his 1996 – 2000 term endend, Andrej Bajuk replaced him for eight months, only to see Drnšovek get re-elected later in the year and then quit two years later to get elected President. Tone Rop took over for the remainder of the term and got his ass whooped by Janša in 2004. Pahor took over in 2008 and saw his coalition crumble in 2011, forcing early elections later in the year, which – after a failed PM bid by Zoran Janković – reinstated Janša at the helm. Lukšič thus shot himself in the knee big time only hours after his man pulled off a political stunt of the decade and got elected president after first having been ousted as PM and later as party chief.

Janša obviously capitalised on Lukšič’s open-mouth-insert-foot moment and offered to hold early elections two months after all eleven points of his newest plan. But to call early elections would mean that the parliament would have to dissolve itself and with this in mind it becomes clear that chances of early elections right now are about two to the power of 276709 to one. It is thus obvious that the latest Janša blueprint is just a semi-clever ploy.

Truth be told, both Igor Lukšič of SD and Zoran Janković of PS rejected Janša’s blueprint, but since this was expected, SDS tried to sell this particular load of fecal matter as its response to the demands of the protesters in the street. There’s one caveat, though. While it is true that a few of Janša’s proposals are broadly going the same directions as the protesters’ demands, the PM is bending over backwards trying to side-step the fundamental demand – that he resign from office. And most of the political elite with him. The people don’t want changes which would lead to Janša’s even greater grip on power. They want heads rolling.

And in all honesty, Janša too doesn’t need this blueprint. He and his government are working hard to dismantle remodel in their own image education, health and judicial systems. With the media under pressure yet again, he can achieve his “second republic” just fine even without it. He already controls the parliament. He controls the economy. And as of last Sunday, he also controls the president of the republic. Not sure if Borut Pahor knows this, but that’s the way it is. The Second Republic is already here, its just that we’ve been too busy to notice. And Janša wants to keep it that way.

The only unknown in this scenario are protests. The political class, even down to “middle managers” is shit-scared and they honestly don’t know how things will turn out. I don’t think anyone does. Individuals who started the riots are apparently in police custody and newspapers report they were well organised, paid to stir up trouble and that the trail of money leads to a particular political party (no points for guessing which one). And among those arrested yesterday in Maribor are apparently four members of the Slovenian army.

The plot thus thickens. Mayor of Maribor Franc Kangler announced he will be resigning as mayor tomorrow, reportedly after having a pow-wov with Janša. Well, too little, too late. Demands of the protesters have long evolved beyond the issue mayor Kangler. Had he resigned ten days ago, he might have been able to prevent the havoc. But he didn’t and he couldn’t. Which is why he is no longer relevant and his resignation solves nothing. The people will apparently take to the streets once more and with Kangler out, someone else will become the primary target. Janša will do his damnest it’s not him.

Borut Pahor’s Mitt Romney Moment

Slovenian and US menstrual election cycles are oddly in sync. No matter the clusterfuck this country is in, we’ll always find elections to have more or less simultaneously with the “Tuesday after the first Monday in November“. Four years ago it was parliamentary elections which gave us Borut Pahor and gave Barack Obama to the rest of the world. Well, except Iran. And maybe Israel. But that’s another story.

This time around, however, the game in both towns is presidential. Barack H. Obama is running for re-election in Washington, while Danilo Türk is running for another term in Ljubljana. Also running are Mitt Romney in DC and Borut Pahor over here. Or should that be in past tense?

You’ll remember how pengovsky wrote about Borut Pahor turning into Slovenian Joe Lieberman. Today, however, he seems to have suffered his very own Mitt Romney moment, and not even a full 24 hours after former Governor of Massechussets more or less tanked his presidential bid.

Namely, in a pre-session huddle with members of the press Pahor, who serves as MP for Social Democrats (where he lost a re-election bid as party leader) said that his 2008-2011 government was oblivious to the worsening situation in the banking sector and totally failed to detect a problem. Which was a bit of a duh! moment for everyone else, but it seems to have been a breakthrough for Pahor himself. Which would be all fine and dandy were it not for the small fact of him running for president of this country.

The post of the President of the Republic is the pinnacle of political hierarchy in Slovenia. Despite the fact that it is largely (but not completely) a ceremonial post, the president is elected by a popular vote and is as such often looked to for moral and political guidance. Borut Pahor, despite his undeniable political and diplomatic achievements (the Arbitration Agreement with Croatia being his lasting contribution to the short history of this country), was voted out of office on account of – well – bad leadership. Sure, the fact that the pension- and labour-market reforms were defeated on a referendum was the result of an unholy alliance between the right-wing opposition and labour unions, but even after the defeat he relentlessly clung on to power saying that the last thing this country needs is political turmoil. Failing to recognise the fact that by then the country was throat-deep in political turmoil.

He also did not realise that, for better or for worse, the buck stopped with him, the head of the government and of the largest coalition party. He actively evaded taking responsibility for the situation and thus only protracted the political impasse that had at the time gripped Slovenia. And when he did make a move it was far too little, far too late. And after being subjected to an open can of whoop-ass in 2011 parliamentary elections (SD plunged from 30% in 2008 to a meagre 10% in 2011) he blamed everyone and his brother for the defeat. In fact, the only proof that Borut Pahor does indeed have a back came only days ago, when he fell of a horse and hurt it. The back, I mean. The horse is reportedly OK.

The scene was repeated in June this year, when – despite the epic electoral defeat – he ran for re-election as party leader. The Social Democrats, in what appears to have been a rare moment of lucidity, ousted him by the thinnest of margins and installed Igor Lukšič as head of SD (Lukšič himself painfully underperformed ever since, but that’s another story). Pahor went on with his presidential bid regardless, as if he is somehow entitled to the top post, after having already served as head of the Parliament (2000-2004) and head of the government (2008-2011).

Thus, after objectively failing as prime minister and then as party leader, Pahor now of his own free will said that he also failed in realising the problems of the banking sector. And yet he truly believes that he is fit to be president of this country, at a time as perilous as any this generation has ever seen. This, ladies and gentlemen, is nothing less than a humongous case of disconnect from reality.

Despite his apparent panache and suaveness, Borut Pahor often came across as overly candid, naive and unable to properly gauge the political environment he was in. Not unlike Mitt Romney, who probably killed any chance he had to get elected president. And so, too, it seems, has Borut Pahor.

Unless, of course, the disconnect is not only with Borut Pahor.

Janša Giveth, Janša Taketh Away

In a surprise move, defence minister Aleš Hojs (NSi) on Thursday dissolved the contract on purchase of Patria APCs, giving the Patria Affair yet another twist. On the surface the whole thing was declared to have been mutually agreed with both sides calling it even. Slovenia gets 30 out of 135 planned APCs while Patria gets 74 out of planned 278 million euro. But in reality, the whole thing is a mop-up operation which no doubt is overseen by PM Janez Janša.

You see, Janša giveth and Janša taketh away. While it is true that anyone can rat but only the ingenious few can re-rat, our illustrious PM definitely does not count among them. Janša and his band of merry men had to remove foot out of their mouth on more than one occasion lately. Like with the kindergarten-freebie his government instituted in the good old days but was among the first benefits to be thrown under the bus when the going got tough.

But the Patria thingie is one of definitive moments of modern Slovenian politics. For the first time a dodgy arms deal was prosecuted and for the first time a senior politician is prosecuted for it. Also, for the first time a senior politician was appointed to a top post in the country while prosecuted.

The irony of the situation could not be more pronounced. It was Janša government 1.0 which signed the contract and it is Janša government 2.0 which is dissolving it. The only difference is that the person who actually signed the now-defunct contract (Karl Erjavec of DeSUS) got promoted from defence to foreign minister. In fact one can not shake the feeling that Janša’s main purpose is to clean up after his 2004-2008 power-orgy. As far as the case against him is concerned, this doesn’t change a whole lot. I’m sure some bright soul will try to trump up some sort of legal mumbo-jumbo saying that since the contract is no more, so should the case against Janša be. But in reality the Prime Minister still stands accused of corruption in from of a criminal court.

Politically, however, things are even more funny. Ljubica Jelušič (SD), defence minister in Pahor’s government (the one between both Janša’s tenures, to refresh your memory), said that annulling the contract was a good idea. However, while in office, she was adamant about not annulling the contract, which puts her in a rather awkward position and somehow makes Janša look like a person who can make decisions as opposed to Borut Pahor, who, well, couldn’t.

And this is the crux of the matter. It was Janša and his government who OKd a deal that was fishy from the start and where handsome bribes were allegedly paid. The deal had and anti-corruption clause built-in and PM Pahor had both grounds and ample time to either sue for annulment of reach settlement with Patria. Apparently, it wasn’t that hard.

Truth be told, not everyone is happy about it. Especially NATO is apparently cross with us now, because Slovenia gave a commitment to form a mid-size armoured brigade some time soon. This will not happen now. And it was probably this why then-PM Pahor couldn’t bring himself to kill the deal. His incessant need to be liked by everybody and his brother once again worked against him. The deal was stalled as it was and it was clear that it will not be going anywhere but while Slovenia had the brigade at least on paper, Pahor got the attaboy treatment in Brussels. Which is fine and dandy. The problem is that he probably knew back then this country wasn’t going to deliver. But he chose to dodge the issue rather than tackle it. Which is probably why he’s running for president now (but more on that some other day).

Janša on the other hand cares jack shit about such things. He killed the deal as soon as he got the chance, making his domestic position a little bit more stronger. Which seems to have been his modus operandi ever since he came to power seven months ago. Mostly by trying to keep coalition partners in line with various doomsday scenarios. Even if it means losing whatever credibility this country has left with foreign investors.

Remember, Remember, the Eleventh of November

Back to politics. President of the parliament Gregor Virant signed a decree yesterday scheduling presidential elections on 11 November. The fact that the first of expected two rounds of presidential elections will be held on St. Martin’s Sunday, when Slovenes, well, celebrate turning of must into wine – by drinking even more copious amounts of alcohol than usual – caused many a smirk around the country (“so, which of the two ballots do I fill out?”), but will in all honesty have only modest impact.

In fact, it is unclear at this stage exactly what will have an impact on the presidential campaign. If the trend of the ever more vicious campaigns is to continue, we’ll surely witness many below-the-belt punches, mudslinging and manipulations.

Officially, the campaign starts around 11 October and no candidate has yet formally filed his candidacy. Some weeks ago Zmago Jelinčič, leader of the nationalist party (now ousted from the parliament) withdrew his presidential bid, saying he refuses to be a part of the system which will be this country’s undoing. Again, this drew some cynical laughter, as Jelinčič himself was a member of the parliament for twenty-one nineteen years, from 1992 to 2011 and was very much an integral part of that very same system, knowing full well how to exploit it for his own personal and political gain.

But with Jelinčič out of the picture (although pengovsky would not be surprised if he were to re-enter the game at 11th hour), we are now left with five candidates: incumbent Danilo Türk, Milan Zver MEP, who runs on an SDS ticker and erstwhile PM Borut Pahor who runs on an SD ticket. Additionally, there are two no-name candidates, Marko Kožar and Monika Malešič. The latter made a couple of headlines earlier today claiming that she’s receiving death threats. This, we can more or less safely file under “attention whoring”, since both of them will probably poll between 0,1 and 0,4 percent. Cumulative.

As a side note, Gregor Virant and his Citizens’ List indulged in yet another case of political vanity. Some weeks ago Virant hinted that his party might consider supporting Pahor, which to an extent further alienated Pahor from the left side of political spectrum (where Social Democrats nominally reside). Then, days ago Virant said that they might produce their own candidate with the caveat that this person has not yet given his/her consent and, finally, yesterday he somewhat reluctantly said that they will not put forward their own candidate but will support one of the already running ones. Which basically leaves them with either Pahor or Zver. The thing is that Virant’s party is scoring somewhere between terrible and disastrous right now which is why the whole thing came off as a really bad bluff. Fact of the matter is that – politically speaking – the Citizens’ List has precious little weight left to throw around outside the parliamentary chamber. Practically none.

This leaves the three main contenders for the top political job in the country. According to the latest poll, President Türk is firmly in the lead with 45 percent of the vote, with Borut Pahor trailing at 30 percent and Milan Zver way back with 17 percent. Pahor made some gains recently, but that can mostly be put down to his increased media presence while both Türk and Zver are criss crossing the country, campaigning on the ground.

Ever since Borut Pahor entered the race it seems a given that a second round will be necessary to elect a president. Additionally, it seems safe to assume that President Türk will make it into the second round comfortably (provided there are no serious gaffes), which means the race for second place between Borut Pahor and Milan Zver will be much more interesting. Which makes for ample speculation room as to whom exactly the current PM Janez Janša actually supports.

While not exactly necessary, all three candidates will run with popular support, basically as independents with support of various political parties, collecting signatures and thus avoiding running on a strictly party ticket. Which makes one curious as to why the PM did not put down his signature in support of Milan Zver. True, Janša’s SDS (in cahoots with NSi) supports Zver on, well, corporate level, but given that a lot of high-profile SDS and NSi members put their individual names down supporting Zver makes Janša’s absence from the list all the more curious.

The eleventh of November is still quite a distance away, but it could very well be that it will be the one to remember.

The Erased: Either Pay Up Or Close The Shop

While the world watches in amazement at how the USA yet again managed to do the right thing at the right time and saw their Supreme Court uphold the Obamacare, this sorry little excuse for a country has seen a right thing done. But, sadly, others had to do it for us.

Namely, the Grand Chamber of the European Court of Human Rights (that is to say, on the appellate level) on Tuesday ruled in the case of Kurić et al. vs Slovenia. The eihgt plaintiffs were among the 25.000 Erased and the court ruled that six of them are entitled to EUR 20,000 compensation for “non-material damages”. Furthermore, the court instructed Slovenia to set up a compensation scheme for everyone who was unlawfully stricken from the “permanent resident database” in 1992 within a year lest the court will award damages for all remaining individuals. With this, twenty years almost to a day, a final chapter in what is arguably the single largest violation of human rights in the democratic history of this country is being written.

Symbolic damages

The damages awarded are symbolic at best. 20k euros may seem a lot, especially if received as a lump sum. But think of it this way. It took more than ten years (and numerous decisions by the Slovene constitutional court, most of which were simply ignored) for this country to recognise that “administrative removal” was legally and morally wrong. As the government of Tone Rop was nearing sunset, interior minister Rado Bohinc made a half-hearted attempt at solving the issue, but got nowhere, because he wanted to both have the cake (fix the status of the Erased) and eat it (keep face, minimize the number of people eligible and appease the right-wing). It didn’t work. The law in question was put to a referendum, where it was summarily struck down on the back of a fiercely xenophobic campaign. Little wonder, as it was an election year.

It took five or six more years for the government of Borut Pahor – specifically, interior minister Katarina Kresal – to really start righting the wrong. And she did. With plenty of help from her state secretary Goran Klemenčič (now head of the anti-corruption commission) and, ultimately, by the landmark decision of the constitutional court to refuse another referendum on the issue in 2010.

And today, after twenty years of being denied “official existence”, not being able to get a work permit, be eligible for health- and pension-insurance, these people (for we are talking about human beings) are awarded 20,000 euros. Thousand euros per year. Or about as much as your average MP makes in a week. So yes, the damages are purely symbolic.

That, however, did not prevent most of the right wing to cry murder. Even more: at first they denied the issue, then claimed that these people were “aggressors, members and sympathisers of the JNA who were erased and serve them right” (rings a bell, no) and finally, when the reality of what had been done to these people was too ominous to ignore, they wanted to pre-emptively prevent them being liable for compensation. Again, a familiar tactic.

Might as well close the shop

Which is why it came as no surprise (but was still appalling to watch) as PM Janez Janša yesterday said this country does not have the funds to compensate the Erased. It is absolutely degrading and distasteful to think of human rights in terms of whether or not one can afford them. If we can not, or – even worse – if human rights are extended only to those who can afford them, then something really is rotten in the state of Slovenia. For no country is worthy of its name if it can not come to (financial) terms with the fact that human rights of a specific group of individuals were systematically trampled on for two decades all the while the country in question claimed to respect and uphold the basic principle of respecting fellow man.

True, there are many cases of people having to go through living hell even today. Workers whose social security was not being paid by the companies they work(ed) for. People, who have to wait ages to have their cases ruled upon or even heard at a court of law. Roma people. Single parents. The LGBT community. You name them. But the case of the Erased stands out due to the systematic approach this country took when making them a “non-entity” and by the collective (governmental) denial of the act happening in the first place.

On the other hand, there is a special para-state fund this country has which has a stake in many a state-owned company and was established specifically with the aim of making money to compensate victims of other persecutions, be it by the Socialist regime, civilian victims or war violence or those whose property was nationalised after WWII whose claims to compensation the state in principle recognised to be valid.

PM Janša said that he has no idea how Slovenia will pay for the damages as it hasn’t got enough money to cover its basic needs. Well, here’s a newsflash. Not Everybody Gets To Be An Astronaut When They Grow Up (A Few Notes on Borut Pahor)

On Saturday before last former PM Borut Pahor was ousted as president of opposition Social democrats. In what was nominally a four-way race, his only battle-worthy adversary was Igor Lukšič, unofficial party ideologue and until Pahor’s 2008 electoral victory one of his closest allies who eventually prevailed in the second round of the vote, winning by the thinnest of margins. While Pahor won a 180 votes, Lukšič got ten more, ending Pahor’s fifteen years at the party helm. Pengovsky had again things to see and people to do and apologises profoundly to both readers for lack of posting and will try to make amends in the near future. So let’s start with what the near future has in store for Igor Lukšič, Borut Pahor and the Social Democrats.

Pahor didn’t try very hard to hide his presidential ambitions. And so he tried to steal the show in Kočevje by announcing his presidential bid right there and then. The trick was that this was not followed by a withdrawal from the race for party president but – it seems – was meant as an ace up his sleeve to secure victory. It almost worked. At the very least, it put the party and its newly minted president into a rather tight spot as Pahor made it no secret that he fully expects the party to back his bid. Sure enough, almost immediately noises were made to that effect both by various local branches as well as Lukšič himself, although the later was careful to acknowledge Pahor’s ambitions but as yet stopped short of backing him. This, apparently, is a matter to be decided upon later this month by the new party leadership.

Igor Lukšič is caught between a rock and a hard place. He ran on a somewhat radical(ish) platform which promised a Hollandesque anti-austerity shift to the left for Social Democrats (where they supposedly belong anyhow) but seems to have taken to heart the tight margin by which he won the contest and interprets it as a call for moderation of his own views which apparently includes backing Pahor lest he risks a party-wide schism. However, supporting Pahor quite probably is just about the only thing he should not be doing. Pengovsky wrote on this a couple of days ago in a different setting and it stirred a little debate on whether it is the right thing to do and whether the SD (which is not in the greatest of shapes, to put it mildly) could actually benefit from Pahor’s bid and possiby even victory in presidential elections. However…

First of all, the notion that the party is somehow indebted to Pahor is utterly misleading. Yes, Pahor did lead it to power, securing the best result ever in 2008 elections. But he also led the party into the single largest routing at the polls, where the voters opened this huge can of whoop-ass on him, cutting the SD down to size from some 30% to a mere 10%. In other words, under Borut Pahor and in the three years that it was in power, the SD lost two thirds of its voters. Not even SLS was hit that hard in 2000 when they went down from 19 to 9 percent. Incidentally, when Pahor took over as party leader fifteen years ago, the SD (then still under the acronym of ZLSD) held about 9 percent in the parliament, meaning that it apparently made a full circle under Pahor and that is was time for him to say goodbye.

Secondly. The notion that Pahor can do wonders for ratings, both of SD in general and of Lukšic specifically, is utterly misleading. One of the few political convetions this country has is that the President, although nominally not prevented from being an active member of a political party (or even its leader), is expected to limit, suspend or completely stop with his party affiliation. With Borut Pahor you can bet your ass that this is the very thing he would have dome were he to become president. He wouldn’t lift a finger to help the SD and not just because the position of the Head of State would require him to do so. The trick is that Pahor’s accross-the-aisle attempts often went above and beyond the call of duty. It’s his trade mark. He did it while he was president of the Parliament, he did it as PM and there’s no reason to believe that he wouldn’t do it as President of the Republic.

Which brings us to the third issue: When Borut Pahor ascended the throne of the PM one of his first moves was to cleanse his inner-party structure, notably kicking out Igor Lukšič, his long-time confidante and party ideologue. In fact, Pahor didn’t even blink. Why on Earth should Lukšič do it any differently? In fact, pengovsky submits that not only should the SD not support Pahor’s bid, it should also try to isolate him in the parliament and remove him from the media spotlight. Namely, if Igor Lukšič fails to do so, he will constantly be second-guessed by SD voters and the general public. What would Borut Pahor do? Oh, there he is, let’s ask him….

Fourth: If Pahor is to remain a permanent fixture in Slovenian politics, there will be no end to second-guessing Igor Lukšič who will have to deal more with the long shadow of Borut Pahor rather than issues that really concern the party. The silhouette of Borut Pahor will haunt him and could very well turn him into a straw-man president with former party president still effectively running the show.

Fifth: Until now Borut Pahor held two of the three highest offices in this country: President of the Parliament and the President of the Government. Becoming the President of the Republic would round it off nicely, no? But the thing is that in both cases Pahor ran on a social democratic platform and as a party leader. Also, in both positions he was overly indulgent to the opposition, drawing much criticism from the party ranks. What in Bob’s name does automatically qualify him to expect support from the political left? Especially since he is actively wooing the right-wing vote (appearing on Catholic radio for an hour long programme, no less).

Six: In the previous presidential elections, the SD supported the incumbent president Danilo Türk. After losing the grip on power and political reality, Borut Pahor started flirting openly with ideas that used to be called Merkozy but now rightly go simply the last name of the German Chancellor. If Pahor were to become the official SD presidential candidate, the party would (again) implicitly subscribe to his views and policies although it had rejected them only ten days ago.

And finally, numero seven: In all honesty, it is somewhat debatable if Pahor would be such a proponent of austerity programmes if the situation were a wee bit different and he didn’t run out of ideas and people who were willing to talk sense into him. And despite his relatively illustrious political carrer, this crisis-handling thing was a gross political miscalculation on his part. It might be just proof enough that Borut Pahor reached the limit of his political prowess and that he is no longer concerned with the public good but rather with keeping his political legacy more or less intact.

Which is why the new SD leadership should think long and hard on whether to support Pahor or not. Pengovsky thinks it’s better for everyone that the support does not materialise. Thus Igor Lukšič would not be haunted by Pahor’s political ghost, the SD would cease being a catering service for Pahor’s political needs and wants while the political left could rally around the incumbent president (who has problems of his own, but that’ll wait for another time).

In short: Bourt Pahor should be made to realise that losing an election and wooing the other side are not the stuff the presidents are made of. It may be hard on him and he may take it badly. But hey, not everybody gets to be an astronaut when they grow up…
