Slovenian Elections: The Purge

In what can only be described as a rout, Miro Cerar won Sunday Slovenian elections in a landslide, winning 36 out of 90 seats, with two of those being reserved for Hungarian and Italian minorities. Thus, the law-professor who in August will turn 51, is the new Slovenian PM-presumptive.

Having said that, the real work begins for Cerar only now. In the election campaign he notoriously avoided taking a position on any specific issue, clearly aiming for (and achieving) a catch-all effect. Even his victory speech on Sunday night was lacklustre, to say the least. It was more of his dalai-lama-meets-law-professor-meets-soft-populist rhetoric, nothing and everything at the same time.

PM-presumptive meets the coalition

On one hand, this is understandable. Cerar won, but if Zoran Janković, winner of the last elections is anything to go by, it is very easy to squander a relative majority by closing too many doors early on. On the other hand, it was Cerar who was given a clear mandate to rule the country so he needs to start taking positions and dictate the tempo. Until now, he was mostly re-active, for example excluding a possible coalition with Janez Janša‘s SDS only after Janša shot first and excluded a possible coalition with SMC.

The main issue for Cerar therefore is to make sure he does not become a hostage to his coalition partner or partners. Most likely plural. Namely, if here were to form a two-party coalition, DeSUS is his only choice. Which means that every time a sticky issue would come up, Karl Erjavec would balk and threaten with leaving the coalition, thus forcing Cerar to give in. And Erjavec can be really persuasive. Just ask Janša, Pahor or Bratušek.

So step number one for the PM-presumptive is to leave DeSUS out. Which already limits his options. Step number two will most likely be to make sure his is more than just a single-vote majority, again, for the above reasons. This means he will have to reach both left and right. With ZL not being a viable option, Cerar’s possible coalition partners include Social Democrats, Alenka Bratušek Alliance and the NSi. And mathematics suggests he will try to form a ruling coalition will all three of them.

Such an approach would be advantageous for many reasons. Fist, it would put him at a comfortable 51 votes. Second, it would adhere to his pre-election “why can’t we all just get along” mantra. And third (and perhaps most important) it would leave enough room for manoeuvre vote-wise for any of the junior coalition partners to depart from the common line every now and then and still not endanger the 46-vote majority.

Thus, for example, the SD could oppose further privatisation plans (and keep what is left of their electorate happy) while the legislation could still be passed, without endangering either the 46-votes majority or the coalition itself.

And last, but not least, this approach would be reminiscent of the way the late Janez Drnovšek put coalitions together and it is always good to be compared to Drnovšek, even though Cerar right now doesn’t even come close to the legendary PM. However, while Cerar is mulling his next move, the exact opposite seems to be going in the SDS, as their shoot-first-ask-questions-later approach backfired badly.

The purge

That the SDS took a beating goes without saying. Sunday saw their worst performance in the last decade and only slighty better than their results in 1996 and 2000 elections. Even worse: when compared to the overall number of eligible voters, support for SDS in 2014 elections boils down to a mere ten percent of adult Slovenians. Granted, this says a lot of other parties as well, but is especially damaging for a party which promotes itself as the only one defending patriotic values and does a lot of flag-waving at every opportunity.

After Janez Janša was admitted to prison due to a confirmed guilty verdict in the Patria Case, the SDS made their glorious leader the focal point of their campaign. SDS MP and one of party vice-presidents Zvonko Černač took centre stage and demanded Janša be released at every opportunity. No longer was their election platform important, they focused solely on Janša, claiming elections are not free and fair without him.

After the results came in, Černač repeated the #freeJJ mantra and added the party will not be taking active part in parliamentary procedure. There were even reports about their elected MPs not actually taking office, but the plan was supposedly dropped as it became clear that in that case new elections would simply be called for vacant seats.

Anyhoo, after the SDS openly threatened to derail parliamentary procedure, media back-lash ensued followed by what was reported as a fierce debate in the party Executive Council. As a result, Černač backtracked on the issue, saying he was “misinterpreted”. Now, let’s take a moment and reflect on this.

What happens when the alpha-male leaves the pack

For the first time on bob-knows-how-many years, the SDS made a complete and unreserved U-turn in a little more than 24 hours. This is the first example of what pengovsky projected the moment Janša was put behind bars. The alpha-male is out of the game on a daily basis and his replacement does not carry nearly enough clout for decisions and moves to go unquestioned.

And there’s a lot of bad blood in the SDS right now. Some of their key people didn’t get elected even though they were thought of as fixtures of Slovenian politics. Cases in point being the above mentioned Zvonko Černač (which means he has even less clout in the party and his position as Janša’s point-man is in peril) as well as Jožef Jerovšek, who served as SDS MP continuously since 1996. Ditto Andrej Vizjak, who got elected for the first time in 2000 and held many posts ever since, including that of minister of economy (2004) and labour (2011).

Moving away from the SDS, Franc Pukšič, the industrious former mayor of Destrnik, who held an MP seat continuously since 1996. Pukšič started as an SDS member but switched to SLS in 2008. Since the party didn’t make it above the 4% treshold, one of the more distinctive features of the parliament is gone. Just like that. Ditto for Pukšič’s much more mild-mannered party colleague Jakob Presečnik.

Rout of the left

The purge of course wasn’t limited to the right side of the political spectrum. Lucky for them, a lot of more experienced SD members decided to retire and had evaded the voters opening a can of whop-ass on them. But the purge of the SD is going on for quite a while now. In six years they went down from thirty (2008) to mere five MPs (2014).

The purge, however, was complete for what was left of Positive Slovenia. The party of Ljubljana mayor Zoran Janković didn’t make it above 4%, reducing Zoki’s aura of invincibility to, well, sundust. Janković is in a lot of trouble right now (both legally and politically) and should start getting concerned with his plans for another term as Ljubljana mayor. His opponents smell and see blood and his tenure in the city hall is all of a sudden much more insecure. The party, however, is more or less dead in the water. It might carry on, but it will remain a mere shadow of its former victorious self.

The caretaker PM Alenka Bratušek, however, fared slightly better. When her fight with Janković split PS down the middle and she and her supporters went to form their own party, her stated goal was to best PS in the polls. Which was kind of weird at the time as the consensus was they should be concerned with making it to the parliament first. But in the end, it turned to be one and the same goal. Bratušek can, in a sense, count herself as coming out victorious. But the price that was paid for her four MP mandates was extortionate. On the bright side, however, she can once again resume comparing herself to Brigitte Nyborg of Borgen 😉

Skipping over the NSi which continues to take its rightful place in the parliamentary political spectrum, even increasing their result by one MP seat, this leaves us with the real surprise of the election Sunday, the United Left (ZL).

The surprise

The party of “democratic ecological socialism” was looking to Greek Syriza for a role model and is questioning the established order of things. In the end they got 5.96 percent which translates into six seats. They sport a three-member presidency, but it was Luka Mesec, the youngest of the trio of leaders, who emerged as the most recognisable face of the party. It was his appearance on a POP TV-held debate on Thursday, three days before the elections which sent the party rocketing from around 2.5 percent way above the parliamentary threshold, in the end nearly tripling their result.

On a personal note, pengovsky got into a bit of hot water with ZL fanbase for saying that Mesec brought in votes of older women on account of him looking good and saying smart things. A rather tedious debate followed where accusations of mysoginistic statements were thrown in my general direction. But while further analysis did indeed show their voters mostly come from below-45 age group, a third of their vote still comes from 45+ age group. A third, meaning two out of six percent of votes won. Which means, 45+ age group was just as instrumental in pushing the ZL above 4% than younger voters.

Additionally, another analysis showed about 50% of ZL voters decided to pick them in the last couple of days, emphasising the importance of Mesec’s appearance and performance in the debate.

Now, anyone with any experience in campaigning will tell you that TV debates are not really about substance but rather about showmanship. You might have the best platform in the world, but if you’re not telegenic enough or if you make too many mistakes, you might as well throw in the towel. So the point pengovsky was trying to make is that while ZL platform is nothing to scoff at, it was Mesec’s TV performance (his telegenics) that made the difference. But, the fan-base insists it was the platform that brought in the entire six percent of the vote.

Shifting the discourse

Be that as it may, the ZL is in and is bound to shift the political discourse to the left. Which in itself is not a bad thing. Too many things in this society are taken for granted and thought of as set in stone, which is one of the reasons this country moves at a sluggish pace at best.

But theirs is a hard task. They will inherently be branded as far-left, even though one could make the argument they are the only “true-left”, platform wise. Secondly, their set of ideas is only one of many competing sets in the parliament, all of which are perfectly legitimate, some more appealing to one part of the society, some to another. Thirdly, they are newcomers. Pushing your agenda has to do a lot with knowing your way around rules and procedures of the parliament. Fourth, they will need to hold their nerve and not lash out against more experience MPs patronizing them or even setting procedural traps for them, supposedly to “put them in their place”. The parliament is a tough neighbourhood and while everyone is smiling and wears a tie, backstabbing is often the norm. And lastly, the ZL need to be careful not to get smug too soon.

A lot of people invested a lot of hope into them and while the some expectations are unreasonable by default, the ZL MPs were not elected to the parliament to be like other MPs but to be better than them. And that’s a benchmark others before them failed to achieve.

Archive Referendum Results: Nothing To Be Happy About, Regardless

A few takeaways on yesterday’s archive referendum results. The turnout was a dismal 11.68 percent, with 67.32% against and 32.68% in favor of the new archive law. Since the quorum of 20% of all eligible voters against the law was not reached, the law stands as passed by the parliament.

Now, the response of the petitioning party (that be Janez Janša‘s SDS) was pathetically predictable: that at least they won “a moral victory“. That the “forces of UDBa are still at work”. That the people don’t appreciate the referendum as they should (clearly a case of pot calling the kettle black).

On the other hand, the government hailed “a referendum victory” with minister Uroš Grilc adding that Slovenia finally has a modern archive legislation. Incidentally, the last law to have survived voters’ scrutiny (albeit under the old rules) was 2005 referendum on the law on state radio and television RTVSLO. And that law, too, fell under the purview of Ministry of culture. Just so you know 😉

Now, while the bit about a modern piece of legislation might very well be true, everything else is pure bullshit-meter-breaking material. This is not a victory for the government. It is, at best, a defeat avoided. The feeling of “victory” is relative only to the ginormous foot the Party had just inserted in its own mouth. Namely, the SDS supported changes to the referendum legislation, instituting the “quorum against” which now worked heavily against them.

Bonus points in the fuckwit category go for Milan Zver MEP who tweeted that two-thirds of Slovenians slapped the government in the face (this by extension meaning that only people who cast their vote on Sunday are true Slovenians). That the turnout on a referendum they campaigned heavily for is comparable to the 2008 fiasco with referendums on regions only adds insult to injury. As does the fact that back then Janez Janša claimed victory as well.

But the biggest loser here are the people. Not because the law is now enacted (that, at least, is good) but because the SDS continues, even with the “new and improved” referendum restrictions, to abuse what is left of this crucial institute of direct democracy. This was the pattern for the better part of the past two decades and due to no small fault of the Party the word “referendum” is now tarnished beyond repair.

Under the new rules it is almost impossible for a group of concerned citizens or an NGO to challenge a piece of legislation unless they have access to a well-developed political party network which (by definition) makes them more of an astroturf group rather than a grass-roots movement. With continued abuse, the “almost impossible” will without a doubt become simply “impossible”, as ignoring referendum votes will become not only acceptable, but indeed desirable. The ultimate goal of making voters indifferent to public matters is thus well within reach. Case in point being the general approval the people met with the new referendum rules.

Citizens’ oversight is a scarce commodity as it is. Abuse of referendum legislation, such as witnessed Sunday last, only depletes it further. Pretty soon, there will be none left.

Keep Calm and TEŠ6

Debating the ever more derailed project of Šoštanj power-plant bloc 6 (TEŠ6) the parliament played the blame game entire day yesterday. It was both fun and gruesome to watch. Like German 70s porn. Called by the opposition SDS it had one goal and one goal only. To put a daylight between them and a project that is spiralling out of control as has almost tripled in cost, going from 600 million to 1.5 billion euro. To put things in perspective: 1.5 billion may not seem a lot. It won’t buy you a Virginia-class nuclear submarine, to pick an example at random. But on the other hand, it represents about 4.5% of total Slovenian GDP. It will also buy you a lot of German 70s porn.

Now, you may or may not be fully up to speed on the issue, but while quite long in the making, the issue became hot during the Pahor era, when Zares of Gregor Golobič started making noises raising hell about how this project is run so badly it is going to explode into everyone’s face. In retrospect they were right and this was arguably the single most important issue that brought down the government of Borut Pahor. Namely, it emerged that an ad hoc SD-SDS special interest coalition formed on this project specifically and passed a law of a state guarantee for a 400 million loan by the European Investment Bank. At the time it was hailed as the only infrastructure project in Slovenia worthy of its name, a backbone of Slovenian energy self-sufficiency and a jobs maker in the area.

Very few people asked themselves how exactly TEŠ6 helps energy self-sufficiency if it is only meant to replace the ageing blocs 4 and 5 and thus producing almost zero net increase in megawatt hours. Few people asked themselves just how exactly do 3500 jobs warrant over a billion worth of stimulus when the entire country is going down the shit-hole. And finally, nobody really took care of the project, which means that TEŠ6 still has to produce a single megawatt of electricity.

A shitload of people had and still have a vested interest in this project which is why it was defended furiously. Case in point being this POP TV video from 2010 (Slovenian only) where Srečko Meh, a SD heavyweight from Velenje/Šoštanj area goes after Gregor Golobič from the very beginning, defending the project as financially sound, economically justifiable and socially necessary. Fast forward three years (June 24 2013) and Srečko Meh posts a video (Slovenian only), slamming the SDS for calling the parliament debate and pre-emptively distancing himself from the project and the parliament-approved guarantee he helped secure.

You see, TEŠ6 was meant to be a hunting ground both in terms of money for pet projects as well as securing high paying jobs for selected people. Which is why the entire project was based of the principle of fait accompli, with stuff being done first and then asking the relevant authorities to either OK it or cough up the dough. or both. Energy is where the money is and TEŠ6 was earmarked to burn the local lignite which has the energy density of a well-behaved rock and is pricey to say the least. It is also a matter of some debate whether – after decades of mining – there’s enough lignite left for the entire life-span of TEŠ6 or will this mean importing coal, driving the cost up even more. In fact, yesterday’s parliament session even pointed to the possibility of the power-plant making a loss. Yes. you read it correctly. Apparently, TEŠ6 is so screwed up it is liable to lose money rather than make it. It should come as no surprise then that Uroš Rotnik, CEO of the plant at the time when the deal with Alstom was sealed is now under criminal investigation

What we saw yesterday was a classic example of pot calling kettle black. It was perverse seeing SDS and SD pointing fingers at each other and screaming bloody murder over a billion-and-a-half worth example of pork-barrel politics. In fact, in a bizarre show of complete disconnect, the SDS actually moved to have the parliament set the price tag at 1.3 billion and not a penny more. As if Alstom, the French construction company which got the contract to build under suspiciously favourable conditions, would give a damn.

But if you think anything changed, you’re mistaken. The 800 million already spent remain with Alsom and 400+ mil state guarantee for an EIB loan stands, despite a new majority in the parliament and a new government at the helm. The only decision that begs mention is a measure instructing the Court of Audit to go over the books of state-owned HSE, the mother company of TEŠ. But the law does not give the Court the power to dig into companies that are indirectly state owned, like TEŠ is. So in fact, the parliament yesterday almost unanimously decided that the project is a disaster and then voted to carry on with it.

Trouble In Paradise

It’s the silly season and it shows. News is slow and it mostly consists either of Olympics, the continuation of eurozone crisis or wildfires. That and the ever louder coalition quarrels. In fact, days ago things got a bit ugly. And then some.

While it has become customary for politicos to scuffle on Twitter along the coalition/opposition lines, friendly fire is much less common. An example of the former we could witness today, shortly after Police Commissioner Janko Goršek (the top cop) announced that he was leaving the post on 1 October. What is most probably a case of you-can’t-fire-me-I-quit! was more or less expected ever since Janša 2.0 came into existence. Police is too important a system to be left unto its own devices, no? You gotta have party hacks reliable people running it, if your boss is on trial for corruption charges and was somewhat humiliated by appearing on a TV show whose anchor was arrested a day later on blackmail charges.

Never the less produced a lively exchange between interior minister Vinko Gorenak and his immediate predecessor Aleš Zalar (who was acting minister after Katarina Kresal resigned in August 2011). Zalar tweeted that with this Gorenak is probably ready for interpelation proceedings while Gorenak shot back whether Zalar might be helping the opposition in drafting the document. It went downhill from there, with Gorenak finally tweeting that he only deals with Zalar as a sort of a hobby. Which can come across rather kinky, if you look at it from the right perspective 😉

But this is just a sideshow, albeit one with nasty effects coming later in the year. The real shit was happening between Janez Janša‘s SDS and Gregor Virant‘s Citizens’ List. The two coalition parties entered a bit of a turf war over who gets to appoint whom in various state-owned firms with SDS aiming to share as few spoils as possible. Virant made his displeasure known and earned a retort on official SDS Twitter account saying that “Virant can not pass a microphone without uttering stupidites”. Which is a nasty thing to say to the president of the parliament, especially if he’s your coalition partner.

But the real shocker came a week later. Contrary to all expectations, the government rejected draft budgets for 2012 and 2013, instructing minister of finance Janez Šušteršič (number two honcho in Virant’s party) to go back to the old drawing board. This was complemented with an official SDS tweet asking how can the finance minister be absent for a budget session of the cabinet

Now… In all fairness, the government is fully entitled to reject any draft document. It is what it does. Rejects and accepts. Furthermore, it is unusual for a minister to be absent when his documents are debated. But it has happened before. That’s why we have State Secretaries. To stand in when minister is not available. Also, given that state finances across Europe at this time look more like guess-work than real accounting, the rejection could be considered just a change of plans. However, the fact that Šušteršič is the architect of this government’s austerity plan and knows more about finances than the rest of the government put together (and that ain’t saying much!) combined with the above tweet amounts to nothing less than a public political dressing down of a man whom pengovsky already said is probably earmarked as the fall guy when thing will go badly wrong.

And badly wrong they will go. As you know, Slovenia’s credit rating was cut down recently to just a notch above “junk” which means that we are more or less fucked. Even the former happy-go-merry market fundamentalists the likes of Jože P. Damijan who made a name for themselves by advocating flat-rate tax during Janša 1.0 have come to their senses and are now opposing across-boar-austerity, instead advocating the Krugman-Roubini gospel of jump-starting the economy as the government’s top priority.

There’s trouble in paradise and I ain’t talking an Ernst Lubitsch film, if you catch my drift. Members of the self-styled “coalition to save Slovenia” are slowly but surely going for each other’s throats while the world around them crumbles to pieces. That SDS went after Virant yet again only days ago only further proves the point.

Language of Austerity (Ben Tre)

The deconstruction of the welfare state is looming with a breathtaking but completely predictable tempo. Speed is everyting. The left had not yet reeled from the post-electoral fuck-up (Janković) and the electoral rout (everyone else on the left), while the civil society is still bemoaning the defeat on the Family Code referendum. Thus the labout unions, what little authority they have left after stabbing Pahor‘s government in the back, are in fact the only ones left (sic!) standing. But for how long? The right wing (correctly) sensed a window of opportunity to reshape this country way beyond anything we’ve ever imagined possible.

Urgency and instability

As pengovsky has shown, “austerity measures” are nothing short of a raid on this country’s assests as well as a showdown between the government of Janez Janša and the labour unions. The PM said as much earlier tonight during a TV interview when he said that his government will not kneel before the unions. He was also – as per usual with him – quick to introduce two key elements: urgency and instability. Janša said that time is of the essence and that cuts in public spending must be made this year, while revenue side of the budget (new and/or higher taxes, mostly) can only come into effect next year. Additionally, rumours are being floated by key SDS people that the government is likely to step down should austerity measures be nixed. With this Janša is threatning a full-blown political crisis only four months into his term. Remember, speed is everything.

Additionally, the minister for ideological apparatus of the state Žiga Turk is telling teachers’ unions that austerity is the only was to go, that they will have to “do more with less” and basically suck it up, regardless of the consequences. Speaking of consequences – only yesterday the minister issued a memo instucting schools and kindergartens to take care of any children which might show up on the day of the strike. Effectively, the minister instructed teachers to work (albeit in a reduced capacity) during the strike. Which isn’t exactly a placating move, if you catch my meaning. Policemen, for example, are required by law to perform their duties even while on strike. Not teachers, policemen. And speaking of cops, the minister for the repressive apparatus of the state (part of it, anyway) Vinko Gorenak just issued a revised set of instructions for police to follow if a state of emergency is declared.

Do you see the pattern? The PM says we’re out of time and that it’s “my way or the highway”, threatning political crisis. One of his ministers then dictates the terms of the strike to the unions, while the other one slips the phrase “state of emergency” into the media stream. Add to that the fact that the right wing astroturf movements already took aim at abortion and prescription contraceptives while the Catholic Church decried vilefication of private eductaion by the unions, because “private schools are already cheaper for the state from the financial point of view“. You need further proof that this is about privatisation and deconstruction of the welfare state? How’s this for proof: The PM said that “auserity measures are necessary in order to save the welfare state“.

In other words, we have to destory the welfare state in order to save it. Sort of like in ‘Nam

Moves Like Maggie

Slovenian public sector workers are about to go on strike on 18 April, protesting the planned austerity measures by the government of Janez Janša. The gist of it is the fact that the government is looking for ways to cut some EUR 800 million from the budget, mostly by cutting the number of public sector employees as well as their wages. This will be the first general strike in Slovenia since the onset of the crisis and as such represents a turning point in the dynamics of the whole thing. As is usual in the continuous news cycle, the whole issue boiled down to a single question: who will pay for the strike. But the bigger picture reveals a much more dramatic setting. What we are witnessing these days in Slovenia is not just a reshuffle of public finances, but a Thatcherite head-on with the labour organisations and attempted deconstruction of the welfare state as we know it. Allow me to elucidate with references to specifics…

First, the unions. Truth be told, they are about as much to blame for the situation we find ourselves in as anyone else. Exactly a year ago, when Slovenia had a bit more wiggle room, the unions helped shoot down reform attempts of the previous government. When that failed, the government of Borut Pahor wanted at least to save some 300 million (save, mind you, not cut) by freezing public sector wages (freeze, mind you, not cut). With that they hoped to placate foreign lenders and keep the cost of borrowing on a sustainable level, thus keeping public finances in some sort of an order. The unions went apeshit and made what pengovsky called “an unholy alliance” with some special-interest organisations and the right wing opposition led by Janez Janša (who is of course now in power), thwarting any and all reform attempts, no matter how feeble, soft or justified they may have been.

You get what you give

As a direct result, those same unions today have to face their former allies-of-opportunity are looking to not only freeze but decrease their wages, lay people off and make across the board cuts. So in a sense it should serve the unions right. Much of their immediate problems are of their own doing and if they’re not too busy putting their foot where their mouth is, they may want to think about that.

By that same token, it should also serve the government of Janez Janša right to have to deal with those pesky labour unions. Janša was busy ridiculing, undermining and thwarting Pahor’s government in every way, shape or form for three years running, often executing text-book Republican manoeuvres, case in point being decrying high gasoline prices (just look at what Speaker John Boehner is tweeting about these days). He could have taken over a country where at least initial reforms would have been passed and Janša would just cross the t’s and dot the i’s and that would be it. But no. Having gone in cahoots with the unions, Janša had this whole pile of financial and economic shit (to which he contributed greatly in his 2004-2008 term) waiting for him to clear up.

To be completely fair: after the initial outcry, the government did draft other measures, aimed at raising additional tax and non-tax revenues. This happened after Positive Slovenia of Zoran Janković made headway in championing raising the VAT by a couple of percentage points. Finance minister Janez Šušteršič half-rejected the measure saying it is a weapon of last resort, but a list of measures was published earlier today by the SDS which includes a tax on financial transactions, additional levels of personal income tax, a tax on luxury automobiles and real estate, property tax, et cetera.

The only problem is that in about half of these measures are worded as “the government will look into the possibility of…”. Interestingly enough, this extremely vague wording applies mostly to those measures which are most sought by the unions. I’m not holding my breath.

So in a sense, Janša and the unions deserve each other. But hey, maybe that was the plan. You see, if basic reforms were already passed, then Janša would be stuck with a) a general path to take and b) probably bitter but already broadly outlined social dialogue with the unions (we’ll leave the businesses out of the equation as they supported both Pahor’s as well as Janša’s platforms). But having to have to start from Square One, Janša can set pace, breadth and direction of the reforms, picking his fights as he goes along. Which is why all of a sudden the pension reform is on the back burner and the public sector finds itself vilified, described as the source of most of not all problems and urged to “share the burden of the crisis”.

While the public sector does indeed have its share of problems, especially in terms of bloatedness and ineffectiveness, it is by no means the parasite being portrayed by some of the more government faithful. Public sector means health and education professionals, cops, judges, civil servants, public hygiene services, vets, even journos for the state radio and television. These people provide critical support systems of any modern society and – contrary to a widely held belief – they are not being paid ludicrous amounts of money. Yes, the average wage in public sector is about 25% higher than in the private sector (links in Slovenian), but average net personal income in Slovene public sector still is only around EUR 940 which isn’t exactly something to write home about. Point being that public sector employees have it just about as hard as everyone else.

A triple whammy: Janša giveth, Janša taketh away

But as things stand now, they are being portrayed as the prime obstacle on the road to the recovery, are being subject to cuts in employees as well as cuts in wages. A triple whammy which, when put together, amounts to nothing short of a deconstruction of several key public subsystems, first in line being the education and child care.

A provision of the “second child in kindergarten is free” is being withdrawn, which will put additional financial strain on young families who are struggling to make ends meet as it is. It will also do wonders for birth rate (note the cynicism). Ironically, this was implemented by the first Janša administration, so in fact Janša giveth, Janša taketh away. Furthermore, the standards for number of children per classroom are to be lowered (more kids per class) which will reportedly make about 1500 teachers, well, redundant. And remember that those, who will remain are to be paid less. Not the best of prospects for a quality education system, no?

So, what’s going on? Aren’t higher birth rate and better education the keys to long-term recovery (the whole thing is expected to last at least a decade anyhow). You know: more kids, more young people to support the pensioners, more highly skilled work-force, more value added, more GDP… stuff like that… Well, remember that these are public services. Everyone’s got more or less equal access to them. What if someone wants to dismantle the education system to the point of screwing it up completely and then all of a sudden and seemingly out of the blue privately owned schools start popping up, enforcing standards previously held by public schools but charging a substantial amount of money for it? What if the same thing is to be applied to the kindergarten level as well?

In fact, if this whole thing is not just a series of gravely unfortunate events, this is exactly what’s going on. Higher education has already been screwed up in a similar manner. Ditto for dental medicine and the same is bound to happen to the rest of health services and other public subsystems. Good stuff for the rich-get-richer, low-standard-low-paid shit for the rest of the sorry lot. Which will increase in numbers as the crisis is wiping out the middle class as it is, while the cuts will only aid the process.

Moves like Maggie

This, ladies and gentlemen, is not just about austerity. It is about Thatcherite state capture. Yes, I know this is counter-intuitive since the classic neoliberal Hayek/Milton discourse preaches less state. But that does not really preclude state capture. Because the leaner (smaller) the state, the harder it can fight off special interest raids on its assets. When politics applies this theory to any given society, it does so predominantly to increase its own power base and shift the paradigm towards the concept of the trickle-down economy.

You see, when Maggie T. went head-to-head with the unions and won, the result were indeed all sorts of liberalisations. Even the disastrous ones (like the British railway system). Sure, The City expanded and the financial sector entered its Golden Age. And look what happened. A three-decades long party, where the state got ever more leaner and the fat cats got ever fatter. All the way to the tipping point.

And just to add some local colour: recently, as a money-saving measure, the government decreed that no part-time contracts and contracts for copyrighted works are to be signed or extended unless the government OKs it. Again, a sensible thing on the outside. But the effect was that a number of people who work for state TV and radio (journos, techies, moderators, authors) as well as artists who work for state- and local-level cultural institutions could not have their contracts renewed which effectively put an immediate stop to whatever projects, programmes and shows they were involved with. Thus a number of radio and television shows were cancelled or are at least severely impeded, some of them openly critical of this government. Now, I’m not saying this was a muzzling measure, but given how effective it was, someone could put two and two together. As pengovsky showed a week ago, you don’t need to cancel stuff. You just need to cut the financing.

And so the unions are not just fighting the labour fight. They are in fact fighting to survive. Because employees struggling to make ends meet are less likely to care about anything else… Until the levee breaks…

P.S.: procedures to enshrine the fiscal rule into the constitution have been formally initiated yesterday. Welcome to the lost century decade indeed…

Indecent Proposal (How Many Ways To Say “Fuck You”?)

The SDS of Janez Janša and DLGV of Gregor Virant had a bit of a fall-out in the past few days over the position of the State Prosecution office after the ongoing reshuffle of public administration. The whole thing escalated into a very public spat with DLGV saying that SDS made an unacceptable offer when they offered that the coalition agreement be suspended in the part which provided for the prosecution to be moved under the jurisdiction of the minister of interior, but under the condition that justice minister Senko Pličanič of DLGV resigns if no viable results are shown within a year.

Now, as you very well know, little love is lost between DLGV and pengovsky and truth be told, they’ve more or less themselves to blame for this latest cock-up. It all goes back to the time when Gregor Virant thought he has everyone by their balls and was trying to play both ends (Janković and Janša) against the middle during the coalition negotiations. Back then he demanded that the prosecution be moved under the interior portfolio, having already earmarked his man Jani Soršak for the post. But once Virant gave the finger to Zoran Janković, he was stuck with Janša no matter what and all of a sudden found that his ego was writing checks his body couldn’t cash. Janša came back hard, had Soršak move out of the arena via a quick-and-dirty smear campaign and had his very own Vinko Gorenak installed as minister of interior.

Naturally, DLGV had a very quick change of heart and demanded that the prosecution remain within the justice department “for reasons of political hygiene” (in other words, they saw the light). They were not heard and the government (including DLGV ministers) approved the reorganisation of the public administration, moving prosecution into the interior portfolio. Thus an SDS minister had within his sphere of influence both the police and the prosecution at the time when his party boss is being tried for charges of corruption and bribery.

Still, DLGV wouldn’t let go of it as Pličanič and Virant demanded the coalition agreement be amended and prosecution returned to the justice portfolio, which was part crying over spilt milk, part gutsy move. You see Janša and his SDS could have stonewalled the issue. The move was made, decision passed, case closed, et cetera. Instead they wanted to teach Virant a lesson, offering him to move the prosecution back to justice department, provided that minister Pličanič resigns his post if no results are shown within a year.

Yep, you read it right the first time. A senior coalition party said a minister of another coalition party must pack his bags should he not perform according to its expectations. This fact alone speaks volumes about how the SDS sees the coalition as its own backyard where everybody dances to their tune. The goal of the exercise was not just protecting political gains brought to them on the platter by way of Virant being overambitious early in the game, they had to humiliate DLGV as well. Had the latter accepted the deal, it would have thrown itself at Janša’s feet and Pličanič might as well have resigned immediately, because the SDS does not specify what exactly it means by “viable results of the prosecution”. Presumably shaping the justice after their own image.

Be that as it may, DLGV obviously had to turn down the offer if it wanted to keep some sort of a face. In fact, by saying that the offer insulting, DLGV came as close to a “fuck you” as humanly possible without them being carried out of the coalition legs-first. Whether or not this is a first real crack in the coalition remains to be seen. Sure enough, the SDS faithful went after Virant and Pličanič with full force when the news broke. But then again, they were praising DLGV as a god-send when Virant picked Janša over Janković, so their acid out-pour was to be expected. But since the end result equals zero and the prosecution remains with the ministry of the interior, you can be sure that neither side will soon forget the acts of one another. But at the very least, the DLGV managed to wash their hands of their foley and can now put the blame for any future cock-ups in this department squarely at the SDS. Oh, and one more thing: this is the final proof that Virant’s election adventure was not just a Janša spin-off, but rather the real deal.
